Operation Thufan 2.0 – Panchayat-Level Inauguration at Karukachal Grama Panchayat
The first phase of “Operation Thufan,” Kerala Police’s flagship anti-drug initiative, achieved significant success in dismantling drug distribution networks, identifying inter-state connections, and freezing the financial resources of organized drug trafficking networks. However, a lasting solution cannot be achieved through strict law-enforcement measures alone. The fight against drug abuse must also focus on Demand Reduction, Early Intervention, treatment, rehabilitation, and social reintegration, beginning at the grassroots level.
Against this backdrop, the second phase, “Operation Thufan 2.0,” has been envisaged as a comprehensive people-oriented movement rather than merely a police-centric initiative. The objective of this phase is to expand anti-drug activities from police stations to wards, households, educational institutions, and workplaces through coordinated interventions by Local Self-Government Institutions, Kerala Police, Kudumbashree, Health, Education, Social Justice, Youth Affairs, and other concerned departments and agencies.
Beyond punitive measures, the key objectives of the second phase are to identify vulnerable persons at an early stage, identify those who are at risk of getting involved in drug use as well as those who are already affected, ensure appropriate counselling, treatment and rehabilitation, and create a strong social resistance against the spread of drugs.
The state-level inauguration of “Operation Thufan 2.0” was held on 28.09.2026 at 11.00 AM at A.R. Nagar Grama Panchayat in Malappuram District, and was inaugurated by the Hon’ble Chief Minister of Kerala. The function was attended by the Hon’ble Minister for Local Self-Government, the Hon’ble Minister for Home Affairs, other Hon’ble Ministers in charge of various departments, elected representatives, and senior government officials.
The live streaming of the state-level inauguration programme was displayed at the Panchayat Hall, Karukachal Grama Panchayat.
Following the state-level programme, the Karukachal Grama Panchayat-level inauguration of Operation Thufan 2.0 was held, and the programme was inaugurated by Shri. Mathew John, President, Karukachal Grama Panchayat. A flag hoisting ceremony was also conducted as part of the programme.
